Low Income Energy Assistance Program (LIEAP)

The North Carolina Low Income Energy Assistance Program (LIEAP) helps eligible households pay for heating costs. This is a one-time payment made directly to the energy provider. Assistance is available as long as funds last.

Who Can Apply and When

Priority Households

Households may apply December 1–31 if they include:

  • A person age 60 or older, or

  • A person with a disability

These households must be receiving services through the NC Division of Aging and Adult Services.

All Other Households

All other eligible households may apply:

  • January 1–March 31, or

  • Until available funds are used up

Who is eligible?

To qualify, a household must meet all of the following requirements:

  • Have at least one U.S. citizen or qualified non-citizen.
  • Have income below 130% of the Federal Poverty Level (FPL).
  • Have resources at or below $3,000.
  • Be responsible for paying heating bills.
  • Live in the county where the application is submitted.

How to Submit Your Application

Submit all required, completed information in one of these methods:

  • Apply online through the NC ePass website
  • Email your application to crisis@unioncountync.gov
  • Fax your application to 704-296-6148
  • Mail your application to: Human Services Agency, 2330 Concord Avenue, Monroe, NC 28110
  • Drop off your application in the drop box located in front of the Human Services Agency building
  • Drop off your application at the drive-thru window past the Human Services Agency building entrance
