CIP programCrisis Intervention Program (CIP) is a federally funded program that assists individuals experiencing a heating or cooling-related crisis. 

A household is considered to be in a life-threatening crisis if the heating or cooling source is disconnected, or the household is currently experiencing, or is in danger of experiencing, a life-threatening or health-related emergency due to a lack of heating/cooling, and sufficient, timely, and appropriate assistance is not available from any other source.

Life-threatening is defined as a household that has no heating or cooling source, or has a disconnect, final, or past-due notice for their primary heating or cooling service, and whose health or well-being would be in danger if the heating or cooling crisis were not alleviated.

Each household is evaluated on a case-by-case basis to determine whether a heating or cooling crisis exists. Approved applicants receive assistance that is paid directly to their energy provider.

Applications are accepted at Union County Human Services beginning July 1, when new state funding is allocated, and continue until the CIP allocation is exhausted or until the end of the state fiscal year, whichever comes first. 

Eligibility

Households that meet the following criteria may be eligible:

  • Have at least one U.S. citizen or non-citizen who meets the eligibility criteria
  • Meet the income test
  • Have an energy-related crisis
  • Have a utility statement that shows how much is owed to alleviate the crisis

How to Apply

Submit all required, completed information using one of these methods:

  • Electronically via NC ePass
  • Email: crisis@unioncountync.gov
  • Fax applications for CIP to 704-296-6148
  • Mail: 2330 Concord Avenue, Monroe, NC 28110
  • Drop box in front of the Human Services Agency building
  • Drive-thru window, past the Human Services Agency building entrance
