CIP programThe Crisis Intervention Program (CIP) is a federally funded program. It helps individuals and families who are facing a heating or cooling emergency.

What Is a Life-Threatening Crisis?

A household may be considered to be in a life-threatening crisis if:

  • The heating or cooling service has been disconnected, or

  • The household is experiencing, or is at risk of experiencing, a serious health emergency because there is no heating or cooling, and

  • Help is not available quickly from another source.

How Life-Threatening Is Defined

A situation may be considered life-threatening when a household:

  • Has no working heating or cooling source, or

  • Has received a disconnect, final, or past-due notice for its main heating or cooling service, and

  • Would be at risk of harm to health or safety if the heating or cooling problem is not resolved.

How Decisions Are Made

Each household is reviewed based on its own situation. This helps determine whether a heating or cooling crisis exists.

If approved, assistance is paid directly to the energy provider.

When Applications Are Accepted

Applications are accepted by Union County Human Services:

  • Beginning July 1, when new state funding becomes available, and

  • Until CIP funds are used up or the state fiscal year ends, whichever comes first

Crisis Intervention Program Eligibility Requirements

A household may be eligible if it meets all of the following requirements:

  • Has at least one U.S. citizen or eligible non-citizen

  • Meets the income requirements

  • Is experiencing an energy-related crisis

  • Has a utility bill that shows the amount owed to resolve the crisis

The table below explains what information is needed to determine eligibility.

Income Guidelines

Crisis Intervention Program income limits are based on 150% of Federal Poverty Level

How to Apply

Submit all required and completed information using one of the options below:

  • Apply online through NC ePass
  • Email your application to crisis@unioncountync.gov
  • Fax your applications to 704-296-6148
  • Mail your application to: Union County Human Services Agency, 2330 Concord Avenue, Monroe, NC 28110
  • Drop off your application in the drop box in front of the Human Services Agency building
  • Drop off your application at the drive-thru window past the Human Services Agency building entrance
