Community Development Block Grant (CDBG) Program
The U.S. Department of Housing and Urban Development (HUD) provides annual grants through its Community Development Block Grant (CDBG) Program on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. Eligible activities include community facilities and improvements, housing rehabilitation and preservation, development activities, public services, economic development, planning, and administration.
The CDBG program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended 42 U.S.C. 5301 et seq. The program was designed to reinforce several important values and principles of community development:
- CDBG's flexibility empowers people and communities to design and implement strategies tailored to their own needs and priorities.
- CDBG's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in enhancing community development.
- CDBG's technical assistance activities, set aside for grantees, build the capacity of these partners.
Union County became an entitlement grantee in 2016 and began receiving an annual allocation of CDBG funds from HUD on July 1, 2016.

Every three years, Union County invites all municipalities to participate in the program, maximizing funding opportunities for communities. However, funding is only available to municipalities and unincorporated areas that formally choose to participate.
The City of Monroe has opted out of receiving CDBG funding from the County for 2025, 2026, and 2027. As a result, Monroe residents will not have access to these grant-funded programs through the County during this period. However, Monroe-based nonprofits that serve residents of participating municipalities remain eligible to apply for CDBG funding.

NOTICE OF REVISIONS TO THE CITIZEN PARTICIPATION PLAN FOR THE COUNTY OF UNION, NC
Notice is hereby given that the Union County, NC Budget and Grants Management Department has prepared an updated Citizen Participation Plan (CPP) in compliance with 24 CFR 91.105, as amended on July 16, 2021. This CPP sets forth Union County’s policies and procedures for encouraging citizen participation in the development and review of the County’s Five-Year Consolidated Plan and Annual Action Plans, any amendments to those plans, any applications for Section 108 Loan Guarantees, and the Consolidated Annual Performance and Evaluation Reports (CAPER).
Copies of the updated Citizen Participation Plan may be examined during normal business hours for a period of fifteen (15) days beginning on Monday, June 29, 2026 and ending on Monday, July 13, 2026 at the Budget and Grants Management Department, Union County Government Center, 500 N Main St, Monroe, NC 28112, and online at https://www.unioncountync.gov/.

Comments will be considered through Monday, July 13, 2026 and all appropriate changes or modifications to the Union County Citizen Participation Plan will be considered prior to formal adoption of the updated Citizen Participation Plan by the Union County Board of Commissioners at its July 20, 2026 meeting.
