Notice of Intent to Request Release of Funds
On or about Monday, February 16, 2026, Union County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following project.

Project Description
The FY25 CDBG Home Repair Program is a countywide, owner-occupied housing rehabilitation program administered by Union County, North Carolina. The program will provide financial assistance to eligible low- and moderate-income homeowners to address health, safety, code compliance, accessibility, and habitability issues in existing single-family residences.
Eligible activities may include roof repair or replacement; plumbing, electrical, HVAC, and structural repairs; flooring and drywall replacement; window and door repair or replacement; lead-based paint and asbestos stabilization in accordance with applicable regulations; energy efficiency improvements; and accessibility modifications such as ramps, grab bars, and widened doorways.
No new construction or property acquisition is proposed. Specific properties have not yet been identified and will be evaluated through separate Tier 2, site-specific Environmental Review Records prior to the commitment of CDBG funds.
Environmental Review Record (ERR)
The project has been determined to be Categorically Excluded subject to 24 CFR 58.35(a) and subject to the laws and authorities listed at 24 CFR 58.5. An Environmental Review Record (ERR) has been prepared and is available for public review.
The ERR may be examined at Union County, 500 North Main Street, Monroe, NC 28112, during normal business hours, or electronically upon request.
Public Comment Period
Any individual, group, or agency may submit written comments on the ERR to Union County at the address above or via email to Monica.Culbreath@unioncountync.gov. All comments must be received by Saturday, February 14, 2026.
Release of Funds
Union County certifies to HUD that the Certifying Officer, Brian Matthews, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities under the National Environmental Policy Act (NEPA). HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Union County to use Program funds.
Objections to Release of Funds
HUD will accept objections to the release of funds and Union County’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later). Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and may only be based on one or more of the following grounds:
- The certification was not executed by the Certifying Officer of Union County.
- Union County has omitted a step or failed to make a decision or finding required by HUD regulations.
- The grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD.
- Another Federal agency acting pursuant to 40 CFR Part 1504 has made a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections should be submitted to HUD in accordance with required procedures (24 CFR Part 58, Sec. 58.76) and shall either be emailed to GFORROF@hud.gov or addressed to U.S. Department of Housing and Urban Development, Office of Community Planning and Development, 1500 Pinecroft Road, Suite 401, Greensboro, NC 27407, Brian Matthews, County Manager, Certifying Officer.

As referenced in this public notice, Union County held an in-person public hearing to gather information for the Fiscal Year 2026-2030 Five-Year Consolidated Plan and Fiscal Year 2026 Annual Action Plan.
The meeting took place in the Government Center Board Room on the first floor at 500 North Main Street, Monroe, NC 28112, on Wednesday, January 21, 2026, at 5:30 p.m.
The County must provide the plans to the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program. The hearing is an opportunity for residents, businesses, and organizations to share their thoughts on housing, community and economic development, and fair housing needs in Union County.
