The General Statutes mandate the development of a local JCPC to develop community based alternatives to training school and to proven community based delinquency and substance abuse prevention strategies and programs. It is also the intent of the legislation to provide non-institutional dispositional alternatives for delinquent youth that will provide treatment to the youth and protection of the community.

Responsibilities

• Review the needs of juveniles in the county who are at risk of delinquency or who have been adjudicated undisciplined or delinquent;
• Review the resources available to address those needs;
• Prioritize community risk factors;
• Determine the services needed to address those problems areas;
• Develop a request for proposal for services in need;
• Submit a written funding plan to the County Commissioners for approval;
• Evaluate program performance;
• Increase public awareness of the causes of delinquency and strategies to reduce the problem;
• Develop strategies to intervene, respond to and treat the needs of juveniles at risk of delinquency;
• Provide funds for treatment, counseling, or rehabilitation services.

Membership

The JCPC shall consist of a membership composition as set forth below with not more than 26 members:

• Local school superintendent or designee
• Local Chief of Police or designee
• Local Sheriff or designee
• District Attorney or designee
• Chief Court Counselor designee
• Director of area mental health or designee.

The Board of County Commissioners shall modify the JCPC membership as necessary to ensure that council members reflect the racial and socioeconomic diversity of the community and to minimize potential conflicts of interest by members.

Notes: If a member name cell is blank, it can mean either the current position and term are vacant, or the person who served in the capacity during the term date is still serving until a new appointment is made.
