Regularly scheduled meetings are held on the second Monday of each month at 6:00 p.m. with the exception of July and December. Meetings are held in the Human Services Conference Center: 2330 Concord Avenue, Monroe N.C. 28110.

Details about meetings that require public notice (e.g., special meetings or regular meetings held virtually) will be provided on the Public Notices page.

Individuals may sign up to speak under the Public Comments section of the Board’s meeting agenda and can register in-person by completing the sign-up sheet at the Human Services Center prior to the start of the meeting. The sign-up sheet will be placed on a table near the public entrance to the meeting room. Once the meeting starts, registration will close. Speakers may also register to speak online prior to the meeting. Speakers will be called in the order in which they register and all public comments are subject to the Board’s Operating Procedures on public comments, including time limits.

• Set fees for departmental services based upon recommendations of the human services director.
• Assure compliance with laws related to state and federal programs.
• Recommend creation of local human services programs.
• Adopt local health regulations and participate in enforcement appeals of local regulations.
• Perform regulatory health functions required by state law.
• Act as coordinator or agent of the state to the extent required by state or federal law.
• Plan and recommend a consolidated human services budget.
• Conduct audits and reviews of human services programs, including quality assurance activities, as required by state and federal law or as may otherwise be necessary.
• Advise local officials through the county manager.
• Protect the public health to the extent required by law.
• Develop dispute resolution procedures for human services contractors and clients and public advocates.
• Exercise the powers and duties conferred by law upon a board of health and a social services board.
• The human services director of a consolidated county human services agency shall be appointed and dismissed by the county manager with the advice and consent of the human services board. No more than 25 members which shall reasonably reflect the population makeup of the county and include persons as set out in NCGS §153A-77 (c). All members of the human services board shall be residents of the county and appointed by the Board of County Commissioners. The members of the board shall serve four-year terms and a chairperson shall be elected annually. No member may serve more than two consecutive four-year terms. The county commissioner member shall serve only as long as the member is a county commissioner.

NCGS §153A-77 provides the authority to establish a consolidated human services agency and consolidated human services board.

The Union County Consolidated Human Services Board (CHSB) was dissolved by action of the Union County Board of Commissioners on January 6, 2014, and the Board of Commissioners, by Resolution, assumed direct control of any activities conducted by or through the CHSB. 

The Consolidated Human Services Board was re-established by Resolution of the Board of Commissioners adopted November 21, 2014, to carry out the function of the local health department and the county department of social services.
