NOTICE IS HEREBY GIVEN THAT the Union County Board of Commissioners will hold the following public hearings on Monday, May 4, 2020, beginning at 6:00 p.m. in the Human Resources Training Room, Room 131, first floor of the Union County Government Center, 500 North Main Street, Monroe, North Carolina 28112, in accordance with Part 1 of Article 16 of Chapter 153A of the North Carolina General Statutes, for the purpose of receiving public comments related to the proposed establishment, effective July 1, 2020, of the following fourteen fire protection and rescue service districts for the provision of fire protection and rescue services pursuant to the County Service District Act of 1973 (“Proposed Service Districts”):

  1. Allens Crossroads Fire and Rescue Service District
  2. Bakers Fire and Rescue Service District
  3. Beaver Lane Fire and Rescue Service District
  4. Fairview Fire and Rescue Service District
  5. Griffith Road Fire and Rescue Service District
  6. Hemby Bridge Fire and Rescue Service District
  7. Jackson Fire and Rescue Service District
  8. Lanes Creek Fire and Rescue Service District
  9. New Salem Fire and Rescue Service District
  10. Providence Fire and Rescue Service District
  11. Sandy Ridge Fire and Rescue Service District
  12. Stack Road Fire and Rescue Service District
  13. Unionville Fire and Rescue Service District
  14. Wingate Fire and Rescue Service District

A map showing the Proposed Service Districts and their proposed areas is set forth below. A report containing certain information regarding each Proposed Service District noted above, as required by N.C.G.S. § 153A-302(b), is available for public inspection in the office of the clerk to the board. You may contact the clerk to the board at 704-283-3853 regarding such public inspection of the reports, which reports include maps for each specific Proposed Service District. Such reports and maps may also be found at the following website. Pursuant to the County Service District Act of 1973 and a resolution of the Board of Commissioners dated March 16, 2020, the property taxes within each Proposed Service District noted above may not be levied in excess of a rate of fifteen cents (15¢) on each one hundred dollars ($100.00) of property subject to taxation.

Due to the current states of emergency related to COVID-19, the Governor’s Executive Order No. 121 placing limits on certain gatherings and requiring certain social distancing methods, and the importance of ensuring the safety of County residents, staff, and the Board of Commissioners, the meeting at which this hearing will occur will have limited physical public attendance. The meeting and public hearing may be streamed live via the Union County, NC YouTube channel, and will also be available for on-demand viewing after the meeting has concluded on the County’s YouTube channel and website.

Comments at this public hearing may be made in the four ways listed below:

  1. Persons may provide comments through their computer or mobile device by use of the GoToMeeting platform. Instructions to provide comments through this platform are further noted below.
  2. Persons may provide comments through calling in to the meeting via telephone as indicated below.
  3. Persons may physically come to the noticed address at the time and date listed above to comment at the hearing. Up to nine individuals may be allowed into the chambers, with individuals escorted into the meeting one at a time to provide comments. Social distancing measures will apply.
  4. Persons may provide written public comments in advance. All comments must be received by the Clerk to the Board by 12:00 p.m. on the date of the public hearing. Comments may either be: (i) mailed to the Clerk to the Board, 500 N. Main Street, Room 914, Monroe, NC 28112; or (ii) e-mailed to the Clerk to the Board.

Please note that, in light of the states of emergency related to COVID-19 and the Governor’s Executive Order No. 121, all persons desiring to provide comment at the public hearing are asked to register in advance via email, the above link, or telephone to the Clerk by no later than noon on the date of the hearing (advanced registration is not required, but is strongly encouraged).

Any other special assistance needed by an individual due to a disability under the American Disability Act should call 704-283-3810 and make a request at least 96 hours in advance.
