Union County's Program Manager for the Behavioral Health Collaborative, Christina Neal, has received the 2026 Bobby Cobb Award, presented annually to employees who make a meaningful impact across departments or community groups. Neal’s leadership in launching cross-departmental mental health initiatives and establishing partnerships with local organizations exemplifies the spirit of the award through her dedication to improving services for Union County residents.
Over the past eight years, Neal has played a pivotal role in building the county’s Behavioral Health Collaborative, transforming it from an initial concept into a comprehensive program that supports students and families. The Collaborative, developed in partnership with Union County Public Schools (UCPS), expands access to behavioral health resources and creates a coordinated system of care for young people.
“Christina’s leadership and commitment to collaboration have led to a ripple effect throughout Union County schools and families, which in turn has led to life-changing support for students throughout our community," said County Manager Brian Matthews. “She has an incredible ability to bring people together around a shared purpose and turn ideas into impactful programs that improve lives. Her work truly reflects the values this award represents.”
Neal’s influence extends beyond program development. As a dedicated leader, she has organized ongoing professional development for her team of social workers and behavioral health professionals, improved crisis response protocols, and ensured staff are equipped with tools and resources for success, frequently stepping in to support her team during challenging situations.
“Christina exemplifies servant leadership. Her heart for people - especially our County’s youth - shows in everything she does as a leader for our Human Services Agency. She has built the Behavioral Health Collaborative from the ground up and brings vision, compassion, and relentless dedication to her team and the Union County Public School (UCPS) students that we serve. We are proud to celebrate her with the Bobby Cobb Award.” said Human Services Agency Executive Director Janet Payne.
One of Neal's colleagues, Senior Social Work Supervisor Emily Dilworth, nominated her for the annual award, writing, “Through her leadership, compassion, and commitment to collaboration, Christina Neal has created a lasting impact across departments and throughout the community. She consistently exceeds expectations, stands out as a leader among her peers, and truly embodies the qualities the Bobby Cobb Award was designed to recognize.”
Neal’s ability to foster collaboration, improve processes, and address evolving community needs makes her an invaluable asset to Union County. Her work continues to shape the lives of students and families across the region. County leaders surprised Neal with the Award on April 23.
“From the ground up, Christina Neal has built the Behavioral Health Collaborative into something that exceeds anything we could have imagined," said Social Services Director Ashley Lantz. "There is truly nothing like it in North Carolina. Her vision, leadership, and unwavering commitment to serving this community has strengthened the social and emotional well being of students in UCPS. She is a dedicated servant leader and I’m so proud to have her at DSS."
The Bobby Cobb Award was established in 2022 in memory of Bobby Cobb, a dedicated Public Health employee who served Union County for many years. Cobb was crucial in supporting the County through the COVID-19 pandemic, acting as the primary point of contact for all county employees. He provided essential guidance, resources and information to every department. His unwavering commitment to public service had a lasting impact on Union County. This award continues to honor his legacy by recognizing employees who demonstrate exceptional dedication and service.
