Public Notice: Public Hearing Notice County of Union, North Carolina CDBG Program FY 2026-2030 Five-Year Consolidated Plan and FY 2026 Annual Action Plan

NOTICE IS HEREBY GIVEN: that Union County, North Carolina will hold a public hearing on Wednesday, January 21, 2026, at 5:30 p.m., prevailing time, in Union County’s Government Center Board Room located on the first floor at 500 North Main Street, Monroe, NC 28112. The Government Center and Board Room are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please call Ms. Monica Culbreath, Grants Specialist, Union County, at (704) 283-3580 or email Monica.Culbreath@unioncountync.gov. Persons who have a hearing impediment may contact 7-1-1 for the TTY/TTD relay.

 

Due to construction on the first floor of the Government Center, all visitors will need to follow signs to enter and exit the building via the ground floor using a temporary entrance off N. Union County is a Federal Entitlement Community under the Community Development Block Grant Program. The purpose of this public hearing is to gather information for the County’s Five-Year Consolidated Plan for FY 2026-2030 and Annual Action Plan for FY 2026 which the County must prepare and submit to the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program. Additionally, the hearing will be used to solicit the views and comments of individuals and organizations concerning the housing, community and economic development, and fair housing needs in the County.

 

Based on its 2025 allocation, Union County anticipates it will receive an allocation of approximately $800,000.00 for FY 2026. This amount is preliminary and subject to change based on the approval of the Federal Budget for FY 2026. In order to receive those funds, Union County must prepare a Five-Year Consolidated Plan and One-Year Annual Action Plan. At least 70% of the CDBG funds must benefit low- and moderate-income persons living in the County. The County will be preparing its CDBG application, and it intends to afford residents, local agencies, and interested parties the opportunity to become involved in the planning process.

 

As part of the planning process, the County is conducting a survey to identify residents' needs in the community, ideas on how residents would like to see funds budgeted under the CDBG Program, and fair housing concerns such as acts of discrimination or barriers that might limit the housing choices of families and individuals. The following types of activities may be eligible for funding under the CDBG program: Acquisition of property; disposition costs; improvements to public facilities, including the removal of architectural barriers; demolition and environmental clean-up; public services that are new or a quantifiable increase in the level of service; interim assistance; relocation payments for persons displaced as a result of a CDBG activity; rehabilitation of houses; code enforcement; special economic development activities; special activities undertaken by a community based development organization; home ownership assistance for purchase; planning; environmental; program administration; audit; and other miscellaneous activities, including the Section 108 Loan Program.

 

If the County would undertake an activity that would result in the displacement of families or individuals, then the County would utilize its policy for minimizing such displacement. Furthermore, the County is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG funds.

 

All interested residents are encouraged to attend this public hearing, and they will be given the opportunity to present oral or written testimony concerning the needs of the Union County and the use of CDBG funds to address those needs during FY 2026.
