
The Federal Emergency Management Agency (FEMA) has been working with the State of North Carolina and Union County to update the federal agency's official flood maps. The preliminary versions of the updated flood maps are available for the public to review before they become final next year.
Union County encourages property owners to review the draft changes to determine if they would like to submit formal appeals or comments before the maps are finalized. The public appeal and comment period will continue until Wednesday, Dec. 17, 2025.
How to Review Your Property
- Open the state Flood Risk Information System (FRIS)
- At the top left, change the map setting to Preliminary
- To compare changes, keep Preliminary selected, open Tools > Layers > Flood Risk Datasets, then check:
- Changes Since Last FIRM Floodway
- Changes Since Last FIRM Special Flood Hazard Area (SFHA)
How to File an Appeal or Submit a Comment
First, review the state's Appeals and Comments Fact Sheet (PDF).
- If your parcel is incorporated inside of a municipality, submit appeals and comments to that municipality. Some towns have information on their webpages about this effort with contact information for their staff members, including:
- If your parcel is within an unincorporated area of Union County, submit appeals and comments to Union County. The County will forward your submission to the North Carolina Floodplain Mapping Program (NCFMP) and FEMA. Background
In August and September of 2023, Union County Planning notified affected property owners of the preliminary maps and invited them to a public meeting at the Government Center to review the changes. Since that meeting, FEMA and the State of North Carolina have been working to finalize the preliminary maps. As explained above, those maps are now available for final review before they become effective.
