County Welcomes New Director of Budget and Grants Management

MONROE, N.C. (Feb. 4, 2025)
– Union County Government has hired Jason May as Director of Budget and Grants Management to oversee the critical responsibilities of managing complex budgets, securing essential grant funding, and driving strategic initiatives that enhance organizational efficiency and accountability. May brings more than 20 years of public sector financial expertise. 

May will oversee the County's annual operating and capital budgets, guide discretionary grant processes from pre-award to post-award, and provide strategic financial analysis to support sustainable growth and resource optimization. His responsibilities will include coordinating the preparation and presentation of the County's budgets, managing grant compliance and reporting, and performing financial forecasting and organizational reviews. The position is central to advancing the County's commitment to fiscal responsibility and effective resource management.

"I'm confident Jason will be a tremendous asset to our organization," said Clayton Voignier, Assistant County Manager. "His leadership will help us continue to meet the needs of our community while fostering long-term fiscal sustainability."

May previously served as Director of Budget and Strategic Planning for the City of Richmond, VA, where he managed a $3 billion budget process and led a $1 billion Capital Improvement Program. His work also extended to serving as the city's lead for federal pandemic funding initiatives, a critical role during the COVID-19 response. Throughout his career, May has demonstrated expertise in grant writing and administration, securing millions of dollars in funding for government initiatives.

A certified local government budget and evaluation officer, May holds a bachelor's degree from the University of North Carolina at Charlotte and a Master of Public Administration from Appalachian State University. He also completed the Senior Executive Institute at the Virginia Institute of Government and the Municipal and County Administration course at the UNC School of Government.

May will collaborate closely with the County's Management Team and departments to ensure efficient use of resources, robust fiscal planning, and effective grant programs that align with the County’s goals.
