Union County Prepares for Twelve Mile Wastewater Treatment Plant Expansion

MONROE, N.C. (July 19, 2016) -- Union County Public Works announced it has selected the construction company for the expansion of the Twelve Mile Creek Wastewater Treatment Plant. The County has awarded the contract to Adams Robinson Enterprises, Inc. in the amount of $36,673,000.00, which is the County’s largest capital improvement project in the last two decades.

Construction is expected to begin September 2016 and targeted for completion in fall of 2019.

The Twelve Mile Creek Wastewater Treatment Plant expansion involves various upgrades to the facility, taking the treatment capacity from 6.0 million gallons per day (MGD) to 7.5 MGD.

These improvements will increase the treatment capacity of the plant to meet future short-term anticipated wastewater flows. The proposed improvements will also prepare the facility for future expansions: first to 9.0 MGD, and then to 12.0 MGD. Those expansion projects will meet the projected long-term wastewater treatment needs for southwestern portion of the County.

The WWTP Expansion project includes:

  • Upgrade and expansion of the influent pump station.
  • Replacement of the existing preliminary treatment facility with a new grit removal and odor control system
  • Conversion of the existing biological treatment process to a diffused aeration system to enhance biological nutrient removal and provide additional capacity
  • Replacement of the effluent disinfection system with a new high efficiency ultraviolet disinfection process
  • Construction of a new residuals handling facilities which serves to stabilize and dewater the residual solids produced in the treatment process

Four bids were submitted for the project. After the bids were received, they were opened and reviewed in a public forum. Adams Robinson Enterprises, Inc. submitted the lowest bid and was recommended by the project engineering firm as the lowest price responsible bidder on the project

Adams Robinson Enterprises, Inc. headquartered in Dayton, OH, is a general and mechanical contractor with electrical capabilities that specializes in the construction of water and wastewater treatment plants.

Union County Public Works (UCPW) provides water supply, wastewater treatment, solid waste management and facilities management services to the unincorporated areas and many of the incorporated areas of Union County. UCPW is the water and wastewater utility service provider to all of the municipalities in Union with the exception of Monroe, Marshville, and Wingate. UCPW has nearly 120 employees and a total operating budget which is primarily funded through rates and fees charged for services. UCPW receives only a small portion of revenue from the tax supported general fund for the Facilities Management Division.
