Union County Government remains operational and committed to serving residents during this public health crisis; however based on guidance provided by the CDC and NCDHHS on social distancing and measures to slow the spread of COVID-19, the Union County leadership team has determined all County buildings will be closed to the public until further notice. Union County will continue to serve residents either virtually or by appointment for select services.

The following outlines how to access services by department. Departments and divisions are listed in alphabetical order. Agricultural Center/Cooperative Extension

The Agricultural Center is closed and all activities and events are postponed until further notice. Select state and federal agencies that have offices at the Agricultural Center will meet with individuals by appointment only.

Board of Elections

The Union County Board of Elections is closed to the public until further notice. Staff will remain available each day from 8:00 a.m. – 5:00 p.m. to serve residents by phone at 704-283-3809, fax at 704-282-1083 or via email.

Building Code Enforcement

Permits will continue to be issued. Please use the online permitting system. If you are unable to access the website, call 704-283-3816. If an appointment is required, you will be contacted to arrange.

Inspections will continue to be performed. Call 704-283-3816 to schedule.

Electronic plan review will continue. A dropbox is located in the lobby of the Government Center to receive any required hard copies of plans.

All field inspectors and their supervisors are available by phone and email.

We are no longer performing inspections within occupied homes until the COVID-19 virus is contained. This is primarily aimed at like-for-like HVAC replacements but may apply in other situations as well. In situations in which the homeowner has lost essential services or life safety issues exist, we will conduct the inspections. Community Support & Outreach

Community Support & Outreach is providing all services by telephone, mail, and online.

Emergency Assistance (200%)

Call 704-296-4493 and leave a detailed message for a response within 48 business hours.

Emergency Assistance: Crisis Intervention Program (CIP) and Low Income Energy Assistance Program (LIEAP)

Four forms are required to apply for CIP and LIEAP:

  • Acknowledgment Form
  • Application
  • Notice of Use of Social Security Number
  • Consent for Release of Information

Paper applications for CIP and LIEAP can be accessed electronically.

Senior Nutrition Congregate Program

Meals at congregate sites are cancelled until further notice. For registered users of the congregate program, if you would like to receive meals delivered to your home while the sites are closed, call 704-283-3712.

Senior Nutrition Homebound Program

For recipients: For current recipients of home-delivered meals, your meals will be placed on your doorknob or porch. The volunteer will knock, return to their car, and wait three minutes for you to get your meal. If the meal is not picked up, the meal will be removed. A staff person from our office will be calling you each week to check how you are doing. Call 704-283-3712 with any questions.

For volunteers: Do not attempt to volunteer if you are sick or someone you live with is sick (fever, shortness of breath, cough). To minimize exposure to yourself and the seniors we serve, all senior nutrition volunteers should follow new meal delivery procedures:

  • Pick up meals for distribution at the congregate dining site
  • Package the meal as you normally would (i.e. warm meal, cold components, bread, milk in the plastic bag).
  • Hang the meal on the doorknob, if possible, or set in front of the door.
  • Knock on the door or ring the doorbell.
  • Return to your car.
  • From your car, wait three minutes to visually confirm the senior has received their meal.
  • If the senior does not come to the door, please contact them via the phone number on the meal route sheet. If no one answers, replace the meal with a door hanger and take the meal to the next home on the list.

Senior Nutrition: Nutritional Supplement Meal Services

Work First Employment Services

Work First Family Assistance

Call 704-296-4320 to receive a mailed application or complete recertification. Please leave a detailed message for a response within 48 business hours.

Community Engagement and Health Education

All meetings and training is postponed until further notice. Email Heather Horne with questions.

Internship Program

Download the intern application from our website. Submit all paperwork to Gloria Haney.

Nurturing Parenting Support Program

Classes will be completed via telephone or video sessions. For new referrals, intake paperwork, or other questions please email Nicole Blevins.

Volunteer Income Tax Assistance (VITA)

We are not taking new appointments until further notice. The IRS has extended the filing deadline for taxes from April 15, 2020 to July 15, 2020. The IRS has recommended using this online filing option. All simple returns using this online resource are free regardless of limits. There is a fee if the taxpayer is required to file Schedules C, D and/or E.

Residents with appointments: Taxpayers with scheduled appointments shall drop off all documents at the Union County Human Services Building. A VITA team member will contact you with additional information. VITA team members will submit all returns to the IRS electronically for taxpayers who have already had an appointment. All returned documents will be placed in a white IRS provided envelope and mailed back to all taxpayers.

Women, Infants & Children's Program (WIC)

WIC services are being done by phone only. Staff will call anyone with a scheduled WIC appointment to complete the appointment by phone. Call 704-296-4893 (English) or 704-296-4890 (Spanish) if your phone number has changed or for WIC or breastfeeding questions or concerns. If you need to drop off any breastfeeding equipment, please coordinate this with staff and call the numbers above.

Courthouse and Clerk of Courts

Operations at the Union County Judicial Center (courthouse) remain open on a limited basis. The Courts are still available for emergency domestic violence and no-contact restraining orders; as well as certain hearings in juvenile matters. All other matters - jury trials, criminal and civil trials, family court cases, traffic cases, and small claims matters - have been canceled and will be rescheduled.

Magistrate

All magistrate services are operating as normal; with the exception of small claims court which is canceled.

Environmental Health

Visit the Environmental Health website to access online resources and find contact information. Appointments will be used for services that cannot be accomplished virtually. Call 704-283-3553 with questions.

On-Site Water Protection (OSWP) Program

Field inspections are continuing normal operations with modifications made to accommodate social distancing on the job site.

Applications for existing septic system repairs, well repairs and well replacements will continue to be accepted.

Acceptance of a new septic system and well permit is temporarily suspended. This suspension is specific to applications for new wells, Improvement Permits (IP) and Improvement (IP)/Construction Authorization (CA) permits.

Children’s Environmental Health Program

Complaints and communicable illness outbreak investigations will continue under normal operations with modifications made to accommodate social distancing. Visit the Environmental Health website to access the online complaint referral form.

Food Lodging and Institutions Program

Routine inspections are suspended until further notice. Inspections at facilities with populations vulnerable to COVID-19 will be determined on a case-by-case basis.

Complaints and communicable illness outbreak investigations will continue under normal operations with modifications made to accommodate social distancing.

Facility plan review (including public swimming pools) will continue to be conducted electronically. Permitting will continue with necessary personal safety and social distancing limitations.

Fire Marshal

The Fire Marshal’s Office will continue conducting inspections and investigations while taking precautionary measures. Inspections at facilities with populations vulnerable to COVID-19 will be modified on a case-by-case basis for the protection of all involved.

Parks and Recreation

All Parks and Recreation facilities are closed and all activities and events are postponed until further notice.

Planning

Visit the Planning website for all online resources and contact information. All meetings required to complete processes will be done via phone or video conference.

Zoning Permits and Zoning Plan Review including Subdivisions

Zoning permits, reviewing plans and subdivisions are being processed in compliance with the Development Ordinance. Applicants are encouraged to use Union County's online permitting and plan review system. If help is needed to establish an account or navigate the system, please contact Lee Jenson. If you are unable to use the online system, permit applications can be placed in the dropbox located in the vestibule of the Government Center located at 500 N. Main St., Monroe, NC 28112.

Zoning Violations and Zoning Complaints

Call 704-283-3605 or email James King. All active zoning violations are still in process. New complaints will be accepted, however, investigations will be delayed.

Rezonings

New rezoning applications are not being accepted until further notice and all applications currently in process are on hold.

Stormwater/Floodplain Reviews and Inspections

All reviews and inspections will continue. Call 704-283-3642 for questions.

Special Use Permits and Variance Requests

Permits and requests will be accepted and processed as resources are available. Call 704-283-3605 for questions.

Long-Range Planning Activities

The Union County Comprehensive Plan and all other land use and transportation plans will continue virtually until further notice.

Public Health

Public Health clinics will provide limited services by appointment only at the Human Services building (2330 Concord Avenue, Monroe, NC 28110). Do not come to the building without calling first.

To minimize exposure for your family, our employees, and the community, only one adult is allowed to accompany a minor child to an appointment. For adult appointments, please ask everyone else other than the person with the appointment to remain outside of the building.

Breast and Cervical Cancer Care Program (BCCP)

Routine services are postponed until further notice.

Dental Clinic

The Dental Clinic is only seeing emergency patients by appointment from 8:00 a.m. – 12:00 p.m. Monday-Friday at the Human Services building (2330 Concord Avenue, Monroe, NC 28110). Do not come to the building without calling first. Call 704-296-4829 if you need emergency dental services.

Health Clinics

Limited clinical health services will be provided by appointment only.

  • Child Health Clinic - Call 704-296-4800 for an appointment. Children needing routine physical exams will be tracked and then rescheduled.
  • Communicable Disease (CD) - Call 704-296-4800 for an appointment.
  • STD Health Services Clinic - Call 704-296-4800 for an appointment. Appointments are available Monday, Thursday and Friday.
  • Family Planning and Contra Clinic - Call 704-296-4800 for an appointment. Patients will be seen Tuesday through Friday. Patients needing routine physical exams will be tracked and then rescheduled.
  • Immunization Clinic - Call 704-296-4800 for an appointment. Limited appointments available.
  • Maternal Health Clinic - Call 704-296-4800 for an appointment. Maternity Clinic will be held Monday, Tuesday and Thursday.
Vital Records

Call 704-296-4884 for information regarding birth certificates, death certificates, disinterment/reinterment permits or burial/transit permits. Time-sensitive documents clearly marked as “Vital Records” may be left in the drop box just past the Human Services building drive-thru window or in front of the flag pole, or mailed to 2330 Concord Avenue, Monroe, NC 28110.

Register of Deeds

eRecording services are available Monday-Friday 8:00 a.m. - 5:00 p.m. A drop off location in the Government Center lobby is available to drop off documents or requests. Additional online services are available on the Register of Deeds website. Appointments are available only for administering notary oaths and issuance of marriage licenses by calling 704-283-3843 or emailing Crystal Gilliard.

If you want to file an application for benefits, the date you call us will be used as your date of application even if we have to mail the application to you.

If you came to our office because of a deadline or for an appointment, we will not cut off your benefits or penalize you. Please call for assistance.

Child Care Subsidy

Solid Waste

All locations are operating under normal business hours. The Annual Household Hazardous Waste Day scheduled for Saturday, April 18 is postponed until further notice. For details, visit the Solid Waste website.

Construction and Demolition (C&D) Landfill and Transfer Station

All locations are operating under normal business hours. Call 704-296-4260 with questions.

Residential Waste and Recycling Centers (Convenience Sites)

All locations are operating under normal business hours. Only cash, check, or exact change will be accepted in drop boxes at each location with the exception of commercial haulers at the Austin Chaney landfill scale house which will accept credit cards. Call 704-512-9821 with questions.

Visitors: If you are sick, please stay home. During busy times, follow social distancing procedures (at least six feet apart).

Trash from a home with sick (isolated or quarantined) individuals: Double bag trash items and put all recyclables in the trash.

Tax Assessor's Office

Tax Collector’s Office

In response to COVID-19, Union County will absorb credit and debit card service fees through the close of business May 31, 2020. No fee will be charged to the payer when using a credit card, debit card, or electronic check (eCheck) to pay tax bills.

  • Drive up payment drop box on Crowell St. behind the Old Post Office Building, Check or money order only. Include the bill, account number, parcel number, or case number on the check or money order.
  • Online via electronic checks (eChecks) or credit/debit cards. Please note that there is a service fee of 2.6% to use a credit or debit card or 1% for an eCheck payment.
  • Call 888-977-8411. Requires parcel or personal property listing number.

Transportation (Including NEMT Medicaid)

Call 704-292-2511 for a transportation appointment to medical appointments only. Trip times may be extended. Vehicles are undergoing extra cleaning procedures.

Veterans Services

All Veterans Services appointments are suspended until further notice. Call 704-283-3807 or email Michelle Marcano with a detailed message including the veteran's name and contact information. If you need to provide documentation, please scan and email your assigned VSO or mail to 500 N. Main Street, Monroe, NC 28112.

If you need someone to talk with, contact the Veterans Crisis Line at 800-273-8255. Additional contact information and resources include: VA Hospital in Salisbury-Urgent Care available 24/7 (800-469-8262); VA Clinic Tyvola (704-329-1300); VA Clinic University (704-597-3500). Call before you arrive. Contact your VA primary care clinic to ensure your appointment is still scheduled. Union County Transportation is continuing to support medical trips.
